Job Description
Our Downtown non for profit client company is seeking a Program Director for their Counseling Services. The role will manage the overall operations and daily activities of clinical programs and behavioral health services offered by our client. The Program Director ensures alignment with the agency's mission vision and values, develops programs, and maintains operations that are responsive to the organization's strategic plan and in compliance with the agency's accreditation standards, policies and procedures and ethical code of conduct. The Program Director acts as a liaison between the agency and community partners as well as a champion for the use of best practices in promoting mental health, including the use of trauma, informed care, particularly in serving vulnerable populations.
PRINCIPAL DUTIES
• Providing clinical direction to counseling services in multiple service locations; recruiting, hiring, and training staff;
determining the criteria for performance planning/performance evaluations; developing, monitoring and reevaluating the service delivery model and assessing the effectiveness of services and procedures ensuring the qualityof-service delivery, and services; and providing supervision of the Department's Office Manager, Clinical Supervisor,
and Lead Clinicians.
• Collaborating with agency department and program leaders in strategic planning for expansion of services and the
development and monitoring of annual operating budget and work plans; monitoring results against plans,
determining methods of workflow, reporting and securing accurate service statistics, and keeping management
apprised of service issues, trends; evaluating client outcomes; and, using appropriate business acumen to implement
needed changes ensuring effective, quality service delivery. Ensuring proper maintenance of client records and that
services meet all required accreditation and state licensure standards.
• Oversight of fiscal management of program, including developing annual budget and monitoring of all programs to
maintain expenditures at appropriate levels. Also, responsible for maintaining timely communication with program
funding partners, including government, private foundations, third-party payers and donors. Manages all federal,
state, and agency budgets, ensuring fiscal responsibility and good stewardship. Explores and applies for a variety of
funding sources to meet client needs, including private and government funding, as well as insurance panels. Meets
all federal, state, and agency financial and operations reporting requirements.
• Participating in routine meetings, including agency-wide gatherings, division and management team meetings, clinical
staff meetings, individual supervision, and meetings with other professionals.
• Seeks to establish new community collaborations to enhance the program's service delivery and/or increase impact.
Network and speak at public venues about mental health issues and relevant agency programs. Recruit additional
volunteers, interns, etc. to assist with program services.
• Provide consultation and collaboration with agency staff on mental health initiatives and services, and oversees
agency wide mental health-oriented training, as appropriate.
• Performs other duties as required such as participating in staff retreats, United Way tours, agency fairs and speaking
engagements, assisting with special organization projects/events, etc.
MINIMUM QUALIFICATIONS
• Master's degree in counseling, social work, psychology, or another mental health field with advance licensure (LCSW,
LPC, LMFT)
• License in the State of Texas to practice Counseling (LCSW, LMFT, and/or LPC)
• Five (5) years of experience program development, implementation, and administration
• Two (2) years of management experience

• Able to develop and establish productive relationships with the community and staff.
• Ability to demonstrate use of business acumen to develop and execute operational planning and client services.
• Demonstrated success working with people from diverse cultural and socioeconomic backgrounds.
• Strong verbal and written communication skills, command of the English language.
• Ability to handle confidential information.
• Demonstrated knowledge and practice of professional ethics.
